I feel that paper ballots, in person, with a chain of custody is the most secure. But hell, I honestly wouldn't even trust that 100% anymore!

Chain of Custody is only improved with the implementation of Block Chain. That is exactly what Block Chain is best used for.

Doesn't matter. Federal government has no authority to do it. It is up to each state.
