Very familiar with both the case and the EO. Happened after dose 4 of the experimental Anthrax vax.
I saw a lot of adverse reactions in theater and a massive cluster of people that returned and were diagnosed with ALS (6/700) within 2 years. Personally I think the "burn pit" explanation for all the ALS cases in Iraq and Afghanistan is a red herring distracting from experimental vax damage.
The courts can't intervene unless an action is taken and damage may be caused. Courts can't intervene to prevent a "potential" action.
The minute the FDA approves the Covid vaccines, Federal lawsuits will be filed and Federal judges will step in to declare a "freeze" on the FDA decision to approve the Covid vaccines pending further review. Part of the reason will be that the vaccines are NOT proven safe, with the CDC itself having recorded over 10,000 deaths in the U.S..
Per FDA past practice (decades of precedence), if a drug or vaccine has over 25 recorded deaths, it is immediately pulled from the market and is no longer FDA approved. This Covid vax has over 400 X the normal amount of recorded deaths than what would normally have some drug pulled from having FDA approval.
I'm sure a Federal Judge (or possibly several) will issue rulings staying the FDA decision until further research and data is provided to verify the safety of the extremely deadly vax.
FDA approval doesn't mean squat anyway. How many FDA approved drugs had to get pulled after killing people. It's all a racket. It's just used as another tool to control us under the guise of us protecting us through law.

Too bad it will be FDA approved any day now. That's going to blow this whole plan up.

Yes they can intervene. Court can issue injunction to prevent harm.
With all of the adverse reactions that have been reported it is a shame that it is being approved. That ought to be a point against it!

Thalidomide
Oxycotin
Those come immediately to mind.
Start backing up pages like this because they'll get removed once the vax is fda approved. Don't want anyone sharing the FDA's embarrassing history when people start to argue FDA approval still won't change their minds on getting the vax. https://prescriptiondrugs.procon.org/fda-approved-prescription-drugs-later-pulled-from-the-market/
They've almost all been blown off as coincidental
Somebody should tell this guy that it's going to be FDA approved by labor day
