Since the U.S. spent over 500 X that amount ($500 Billion) re-building roads, bridges, utilities, schools and buildings in Afghanistan that were immediately destroyed before we even finished building them (or were never occupied or used), then I'm not going to quibble about spending $1 Billion on an embassy that meets the same fate. :>(
This was all a big money making machine for the Deep State. No-Bid contracts, no oversight, $Billions payed in Afghan employee payrolls (likely 1/2 of them fake) with barely any proof even required about where American taxpayer money was spent in Afghanistan... and our own corrupt Deep State Department running the entire show.
Let the State Department lose that embassy. As far as I'm concerned, they can now operate out of a large cardboard box on a street corner in Kabul from now on.

We can make it Obama's presidential library. The location checks out...
Overseas construction is very expensive through State (OBO). 3X materials have to be purchased and randomly selected for use (drywall, wood, etc.). Heavy security also adds to the cost as does flying in material not available in-country. The Embassy building is nothing remarkable and if built here in DC, would be a $100M project, tops.
The Taliban are a conservative, religious party like we are. The Taliban have a moral and ethical code like we do. The U.S. had to spend $1T to keep them at bay for 20 years. Despite that expenditure, the Taliban easily took over the country when the opportunity arose. We can learn an important lesson from the Taliban.
