The person speaking is Dr. Sean Brooks, who has a PhD. He has a history of talking about the decline of education on conservative podcasts like David Janda or “Quite Frankly. I’m pretty sure his specialty is education and not medicine.
Before he lists out his publications history, he says the word Oxford. Sean is not claiming that he graduated from the Oxford university in the UK. Oxford, Ohio is the city where “Miami University of Ohio” is located. Sean got his bachelors degree from Miami University of Ohio. On the “Quite Frankly” podcast, the host explained that Sean got his Masters degree and his PhD at Walden University. I googled it:
“Walden University is an online for-profit university headquartered in Minneapolis, Minnesota. It offers Bachelor of Science, Master of Science, Master of Business Administration, Master of Public Administration, Master of Public Health, Education Specialist, Doctor of Education, Doctor of Business Administration, and Doctor of Philosophy degrees.”

Folks before you post a video of someone talking about a controversial topic you should do the following:
Watch the whole video. Try to find out the person’s name. Google them. Find out who they are and what their specialty is.
The average person who watches the video posted by the OP is going to assume that Sean is claiming to be a medical Doctor who graduated from Oxford university in the UK with a PhD in medical research. In actuality, he’s not claiming that, but he didn’t make it clear exactly who he was.
There are a lot of reasons not to take these jabs, and they are very dangerous, but his speech is 99% bullshit from a technical standpoint.
Definitely should not be promoted.
