Step one is the most important, it's what will dictate how all other following steps will perform.

If they unleash step one while the DS still has plenty of ammo, they discredit it, and so all others will become that much easier to brush off

So what they do is to trickle it in, fake em out, make them waste the ammo, and once they are out, the fucking torrential storm is unleashed.
