I'm really confused by this document. Nowhere does it say that persons meeting the inclusion criteria SHOULD be vaxxed or persons meeting the exclusion criteria should not be vaxxed. This looks like the criteria used to allow subjects in or excluded from the phase 1 and or phase 2 trials.
