The wording in the article is, "including for individuals 12 through 15 years of age and for the administration of a third dose in certain immunocompromised individuals." So including for, not only for ages 12 - 15.
My guess is the booster is still under EUA for those 16+ for the same reason I mentioned, and that's the extra Constitutional powers provided under the guise of the war on the "invisible enemy."
