How Would You Approach Defeating the Cabal?

If you had an enemy so entrenched into every aspect of society, and seventy to eighty percent of the population was brain washed to the point they couldn't even see it.

What would your first target be? What would the goal be in going after that target.

I would make everybody pissed off and confused, as things are now - but I'd preferably have far fewer traitors than we do currently, and make it far easier to differentiate between who is on our side and who is not.
