Hillary - "Oh, you know, just the most uncomfortable, overly long-sleeved yet tight sweatshirt and pants I can find. Oh, and an African expedition hat. That'll show off my curves!"
Unironically, I think this is comms.
Hats - Job. When someone wears a hat, it means they are taking on a new job. The new job is informed by the hat chosen. In Hillary's case, the expedition hat might mean she is "expediting" diplomatic discussions between cabal players or maybe she is running to hide in the wilderness, aka "going camping." It can go both ways with that fuggly hat she has.
Arms - She's not showing any arms because of her sleeves. Being "armless" means you had your power taken away. This supports the camping angle.
Beach - Top 3 People Also Ask on Google present these for "beach":
Blue - She is wearing all blue, which means she could have information. The beach setting ("water") also suggests a "tide" of information coming in, perhaps from her. More likely, it could mean she WANTS information desperately.
Cotton Pants - Google search shows high water consumption and pollution, which could indicate she needs a lot of information and doesn't care how foul it might be.
Plant / Evergreen - Every plant is a plant, as in "CIA plant" aka Spy or Informant. Hillary got that codename, Evergreen, because she was supposed to be a constant and reliable source of subterfuge in the government. Evergreens are green year-round.
Her actions, which probably are reprimandable by the Logan act, lul, in parlaying with Afghanistan cells for chartering flights out of the country instead of Biden could indicate she is using her resources to "rescue" operatives in the country. Her information could be coming from these sources.
Sun - The hat, sunglasses, and sleeves could also indicate she is avoiding the sun, which means she is demanding no payment at this time to avoid suspicion. It implies desperation.
Sand - "I don't like sand. It's all coarse, and rough, and irritating. And it gets everywhere." Not just a meme. Could be indicative of a flood of uncontrolled immigrants, particularly from desert areas. Sand people, also known as Middle Easterners or Arabs, come to mind over the Mexican variety. Her attire and walking on the sand may indicate she is reluctant but forced to deal with the "sand people."

Very interesting, sleepy. When I read the full article, I noticed it mentioned twice about Bill and his black cap, he's wearing red shoes, and I thought I saw an ankle bracelet on his left leg. ???
