I believe ballot harvesting is legal in California, I'm not sure it is legal in all the counties/cities but I read several months (maybe 18 or more) they legalized ballot harvesting. The republicans may never win another election in California. I hope Elder pulls this out and they don't count all votes, legal and illegal, like the nation (several states) did in the presidential election.
