I think it is a bold statement to lump law-enforcement world wide in the same bucket. Not even all law enforcement in the same country should be lumped together.
At present the Democrats are attempting to leverage and prepare a campaign that the republicans where behind the de-fund the police. Regardless of where one falls the rewriting of history as different than what happened is bad. This is playing in to the narrative.
I am not going to address any of the individual departments world wide, but I will say in my little corner of the world they are good people and do put people and service above paychecks. They also have leadership that supports it.
Over generalization of people is falling in to the division of the enemy.

It feels like there are several campaigns on both sides of the aisle (grassroots and establishment) solely existing to get you to turn on law enforcement.

I have many friends that are state and local cops. if I'm generalizing, and I am, they are great people to have as friends and will stand by you and help you out when they can.
when you don't know a cop however they more often than not in my experience (had my fair share of being in trouble and a punk over my younger years) get in to a pissing match with you and at all costs refuse to lose. anyone that's seen Making of a Murderer that's a good example of cops going to extreme lengths to "win" and be "right". I do know some cops that are humble and act as community servants as they should, but these are far and few between.
tests for cops are designed to select men and women of a certain window of intelligence. they want them intelligent enough to follow certain orders, but they don't want then too intelligent and thinking for themselves too much. I personally don't believe intelligence is that important in terms of how great of a person someone is and I even believe that lesser intelligence lends itself to greater happiness.
in summary, I support the rule of law and don't want to defund police as a rule, but there is a need for police and all government employees to realize they are servants to we the people and not in control of us. in fairness to most cops they are indoctrinated to believe they are there to control us
a community that mainly polices itself is a more attractive long term solution and that is more easily done in less populated communities where it's not easy or even possible to hide from your misdeeds

We (police supporters) who "back the blue" are backing ALL cops, even the shitty communist ones like the Capitol Police.
