When these evictions start and people go to court and the Judge finds out they received all these fundings but didnt pay their bills. Can Judges then put LEINS on new property they established with the fraudulent monies that was supposed to be for bills and such to stop this?

Yes, the treasury can record a lien against you. Wise thing to do would be create a single member LLC (assuming your particular state allows this) with you being the only member. Get an EIN for the LLC. Create, and record with the secretary of state (for your state) a DBA (doing business as) in your birth name (i.e. Fuck You Biden, LLC, dba John Smith). The simply conduct your life under the DBA (bank acccounts, loans, auto purchases, employment, etc).
There will be hiccups, but generally governments are too stupid and too slow for worrying over such things. You can also be really clever and elect to file taxes as a subchapter C corp (you must pay yourself a salary) and 100% write-off such things as electricity payments, cell phone payments, entertainment, mortgage payments, etc.
Citizens United said that corporations were people. Perfect. That means people are corporations. Act accordingly.
