Law nerds I need help with a thought i am having on how the govt will get housing legally.

When these evictions start and people go to court and the Judge finds out they received all these fundings but didnt pay their bills. Can Judges then put LEINS on new property they established with the fraudulent monies that was supposed to be for bills and such to stop this?
