Agreed. Having that being supported and signed by Newsom would be adding nitro to the recall engine.

No worries. Someone else pointed out Nitro can also refer to Nitrous Oxide, and my head was Crash Bandicoot Nitro boxes when I read that.

pretty sure he was referring to nitrous oxide, which by itself doesn't burn, but allows more fuel to be added into the mix thus more horsepower.
