Thanks, I hadn't thought of it like that (probably because I'm not racist unlike Potato Joe, and if you read "Ryan dark White's" testimony he is an extreme racist) but your the second person who has said that.

I heard it rumored that Willie Brown said Biden used that phrase often. Idk but makes more sense given the context of the video if that’s what he was accustomed too.
