Here's a slightly different spin to the toilet paper comms:

it's just all comms. to me, the 1o or 15 time comment is related to the rate of info being released.
High water (high volume of info) pressure couple with evidence clogging them could cause pipes to crack. It might break the system. I wonder if it's a comm about the amount of info being released to the public.
