Basically by changing DNS, you can make domain names resolve to entirely different computers.
For example, twitter.com can be made to go to lets say 11.11.18.1 which would be a DoD computer.
On that newly redirected computer, they can display any info they want. Anyone two types twitter.com will see that. They can even build a clone of twitter and display tweets without censoring, for instance. But that would be more hard core.
