These are from an unannounced Department of Homeland Security / Military Training drill that also included Houston Police Department who just so happened to be conducting their own International Training Exercise with Japanese, Canadian, and Mexican Law Enforcement.
Basically the cops train each other in talent and acquisition programs.
If you pay really really close attention the real world police department is INTERPOL itself which is who is responsible for watching the passport lists and all.
The pictures above I should not have. The training was at a local high school in the evening. The image is from HPD officers taking shots they were forbidden to take and risking their jobs. Nobody was warned ahead of time and blanks were used. Neighbors were terrified and very very upset. The result of this drill was emergency responders not being able to get more then 3 private citizens to the hospital because the logistics were tied up. They literally killed 3 people to do the drill.
Edit: the drill on 2013 was literally “Americans will not take kindly to forced Gun confiscation. This is how we will conduct door to door.”
