not really sure. im just skeptical based on the source of this. i hope hes arrested and its the first domino....but im not holding my breathe.
In theory it doesn’t matter. These people are fucking stupid, and think themselves above the law.
If they applied the same level of scrutiny when it comes to security clearance as they do to your average enlisted guy with a TS, most of the government would be in prison.
I know of several people who ended their careers with poor choices when it comes to security, such as taking a crew photo in a classified space. One pipe went to the reactor, and that was enough to start an investigation. Just an unlabeled pipe. Career over.
Meanwhile you have the chairman of the joint chief making personal phone calls to CHINA undermining the fucking CIC.

Seems like worse for him, better for us. I can understand maybe tipping off an enemy in a Dr. Strangelove kind of scenario (where a crazy hijacks a nuke), but if he is not in command he shouldn't be interfering at all.
But isn't Milley the 2nd nuclear launch key guy? If so, that's kinda in the chain of command. Or, even if not, if he is surreptitiously inserting himself into the chain of command it kina means the same thing too.

EDIT -- there is some nuance here. I usually answer the Joint Chiefs vs Combatant Commanders confusion from an operational perspective (where your head also was). But the Chairman of the Joint Chiefs IS in the chain of command for the nuclear gold codes. So technically if you look at the question narrowly, Milley does have some authority here. Doesn't forgive him for talking to the Chinese though...clearly treason if true.
