I would sue the girlfriend and heaven forbid the child get any bad effects then I would file criminal charges, child endangerment, maybe include revenge and jealousy over mom and dad still amicable relationship over the children.
As for mom being sent for mental eval I worked with a doctor who convinced his secretary to be admitted ( so he could hire someone else). I called the girl's parents, told them there is nothing wrong with her, she just broke up with her boyfriend of 12 years. Her father went to the psych hospital and kidnapped her out of there. Mom, get another job. Now.
My friend is married to a very liberal woman and they fight a lot about politics. Anyways, she took their four kids behind his back and had them vaccinated illegally. And, he just let it go, he's not getting a divorce or doing anything about it.

So what if this were any other medical intervention? What if the kid gets breast augmentation, tattoo, or say the step mom opened a credit line in the daughter's name? I guarantee the reaction would result in charges. The Dad is culpable to a degree and is too weak to fess up here. Or he was for it and now he is claiming ignorance because he knows the political paradigm will favor his decision and possibly enrich him in any custody litigation.
