He means that literally.

To paraphrase (I think direct quote but would have to look) Albert Pike from his Freemasonic classic "Morals and Dogma": "Freemasonry is identical to the Ancient Mysteries."

The Ancient Mystery religion IS Paganism.

Witchcraft, Luciferianism, Satanism, and the like are elements of Paganism.
