From what I now understand, this church authority is speaking about past history in the present tense. The Jesuits have been using the Vatican for cover for perhaps centuries. Jesuits = Cabal, at least the financial arm of the Cabal.

I think that is where I was misunderstanding, I did not know the true definition of a Jesuit. That absolutely makes sense. Thank you!
