I think it has to do with video evidence of crimes. I don’t think they will allow wide release of video of children being raped and murdered. I think it will be entered into evidence, some people will have seen it and testify to its contents, there will be verbal descriptions, but they aren’t going to let it turn into meme material. To me “the choice to know will be yours” means that anyone who wants to see the evidence for themselves will have to go a special location, walk through a metal detector, leave their phone in another room, be observed by security at all times, etc.
