I know a former US Marshall and secret service agent who worked presidential details (Reagan, Bush 41). He explained to me that the Marshalls who lead each region are appointed by a US senator for that state. This results in a semi-decentralized leadership structure that is not so easily corruptible. Unlike the FBI and CIA, a corrupt head of the bureau cannot appoint many corrupt underlings.
