Possible leak of a draft of the report here. I'm reading through the summary third volume. If genuine, it appears to be written very conservatively.

WI hope that isn’t the true findings.

I also find it odd that Chucri would resign if no change was found.

But it is possible, I suppose.

Edit: how is 19,000 total potential multiple county votes and more ballots returned than received not enough to vitiate everything? How is that just inconclusive?
