1 pm MST which happens to be 1pm PDT and 4pm EDT. Arizona is always in Mountain Standard (MST) It doesn’t recognize day light savings time.

The timing makes more sense. The DC journolists are usually at happy hour by then and like the kamakazie pilots ready to depart on their first (and only) mission, they ain't gonna stop until they are blackout drunk.
