I suspect this to be an electromagnetic effect, especially because of the latitude. It looks to me like a magnetic pinch in the electrical current running through ionized gas in the atmosphere. Plasmas can do a lot of weird things, including the collection and organization of water vapor.

There is a magnetic field around the earth. (That's how compasses work.)
Magnetic fields and electric current interact with each other.
There is a current flowing through our upper atmosphere made of ionized gas. (ionized means that one of the electrons is stripped or an extra election is added, making the molecule electrically charged.)
The flow of the current is not uniform. Some areas see a lot of current, while others see hardly any.
Water is attracted to electric charges and even magnetic fields.
Tiny drops of water in the atmosphere can be attracted to these currents.
Clouds are made of tiny water droplets.
This may be just a freak cloud created by a lot of the current in the upper atmosphere flowing through a particular spot due to the magnetic field of the earth.
