In the other pic, the windows had images of leaves right at the windows. This dude in the suit is standing the exact same way in this pic as he is the other pic. Same spot as well it appears. But it's certainly a set.

Like the deepstate's top 3 best weapons is its media manipulation, I beleive they have way and beyond the tools to make any angle of this in photoshop. Video even.
