I thought I recognized some of the filenames so I checked in my 2016 archive and sure enough, they're from an old Clinton Foundation dump back then. Don't waste your time. It's all part of a marketing campaign to push Project Arapio or whatever it's called. This and the MJ12 is all coordinated and fake
