A good part of it is that the people in charge help them minimize it by calling it things like ballots with "issues."

A ballot with an issue like....umm....like NOT FOLLOWING THE LAW....is....umm..... ILLEGAL. It is an INVALID VOTE. It is a FRAUDULENT BALLOT. IT DOES NOT COUNT.

Somebody please get some guts and start calling things WHAT THEY ARE. Anything else is helping the criminals continue to rob you blind.
