Even if he comes down hard on mandates, you still have a situation where the Federal law may be at odds with Florida state law. That will have to be fought out in the courts.

Some companies will decide to be compliant with the federal law, and there is no way for DeSantis to prevent that, except to fine companies, which will end up going to a court battle.
