"Inevitability" is what prevents future crimes.
Not the speed, not the prison time.
If the criminal is never sentenced - it doesn't matter if the possible penalty is 20 years.
If the criminal never gets to the court phase - it doesn't prevent the next crimes too.
The only way the criminal code can work is when the penalty is inevitable. That means: sooner or later they end up in prison and there is no way to escape.
If the above assumption is true (inevitability) the potential criminal has to think twice before getting involved.

This is exactly why I see no path forward other than to phoenixize the core bodies that deal with Justice.
