What exactly does convening the US House of Representatives do in this case?

If vote ever went to the House, each state gets one vote for president; and it has to coincide with the party of their House majority. Thus Trump would automatically win, since a majority of state Houses are Republican controlled.

This is why you will never, ever see this methodology used for the 2020 election.
