Word on the street says its a BGP hijacking. Perhaps Russia? They have the clout to do it.

I remember when I first heard about the BGP protocol, and the presenter described how vulnerable it is, and how easy it was for someone in China to hijack ALL of the IP addresses, and how little protection there was, etc...
