Maybe it's blocked by the firewall or any anti-virus programs you have installed. I've seen this happen a lot on many customers' computers who said they couldn't get one program to run or a website to load and I found either the firewall or the anti-virus program to be blocking whatever they were trying to run.
This right here is likely the primary reason. Secondary, but no less probable, is that your drivers need updating...and I dont mean just the obvious GPU drivers, but all of them.
I use Kaspersky for protection and the sites I know are good to go, I "whitelist" in the Kaspersky firewall settings. Updating drivers I use "Driver Easy" which updates everything hardware related in your box.
Result: zero problems.
No problems on my Apple Mac laptops.
