Calling Chlorine Dioxide "Bleach" is like calling Water "Nuclear Reactor Coolant". It's just another "Horse Dewormer" narrative.
Bleach isn't a substance. There are many different substances which are bleaching agents, and many of them are safe for human use at appropriate doses.
Chlorine Dioxide is used for water treatment. It's added to blood bags for sterilization and to prevent blood clots. There's also a patented cancer treatment involving injecting it into tumors.
When they say people are getting hospitalized for drinking it, they mean an idiot drank some insane concentrated dose. Exactly the same as when they say someone overdosed on Ivermectin. I wouldn't be surprised if there are idiots out there who could manage to OD on chemicals by mistake, but the media probably still made most of it up.
