Yes, but it doesn't work. The NPC blue screens then won't discuss it.

Here are a couple of timing explanations which cause NPC blue screens:

People were selling and ordering covid 19 test kits in 2017 ffs! (from memory)
You can't develop 6 or so vaxes in a year with novel tech, they must have been prepared. Normally takes 15 or so years for conventional ones.
