Does the fancy cloth have a name? Like, "the papal linen wiper" or something. If it's not new, then I wonder how many popes ago it was acquired

The Vatican is one of the richest organizations in the world. I don't think the Pope would be wearing hand-me-downs. Only someone who believes in pedophilia would wear that.
