Only base on a narrow interpretation. Maybe he had an itch. Maybe he had just been holding up the salute, but his arm got tired. Maybe he was just slow on the uptake.

True. However his body language gives us clues that he is not going along.
The man had a Jewish wife and 99.9% of the communists in Germany were Jewish. It's almost guaranteed this man was a member of the Jewish German Communist Party (KPD) who created Antifa in 1930 and declared a Holy War on Christian Germans and attempted a failed communist coup in 1933.
He's "not going along with it" because he's a treasonous communist who wanted to subject Germany's Christians to another Bolshevik Revolution of 1917 in which communist Jewish leaders mass murdered ten million Christians.
Not all red pills are easy to swallow.
And you KNOW this how?
