This may be a toilet paper situation.
They conflate the issue, and make people panic buy things.
Which would destroy the economy and make it look like there is a shortage, when there isn't.
REMEMBER THE TOILET PAPER "SHORTAGE"
It might have been a test run of their bigger plans.
