My explanation is that these are NOT Australian police, nor are they even Australian.

These are hired mercenaries brought in by Australia's ruling elite to beat and oppress the citizens. Most are probably British special forces or thugs hired by MI6. That's why they never yell at the crowds, because the accent would be a dead give away.
