I saw a video post yesterday here that doesn't support this. There were a bunch of trucks waiting in Washington but the cranes weren't offloading anything. There are no port workers. Why would you work when the government is taking care of you?
May be true in CA, just saying the video didn't support this.
Those possibly could be large trucking conglomerates that have many of their libtard employees vaccinated đź’‰ already.
The CA big trucking companies (likely owned by China) have fleet lines of trucks less than three years old to comply with the Commifornia Green New Deal regulations mentioned and linked above.
If thousands of smaller and independent trucking companies are not coming into these Blue States to haul out cross-country, therein could lie the reason for many of the back ups and log jams.
Those smaller companies and independent truckers could be heading to and working out of Texas and Florida (and other free States) to make some good bank for the rest of the year. đź’°
That video is ...questionable. One of those trucks was an Atlas Van Lines moving truck. But I digress that type of crane doesn't have the large vertical portion move when moving a container. That's not how it works.

Yes that’s it. More small biz owners destroyed, big corporations benefit.
I also understand that no owner-operator rigs are allowed on the docks.
