Probably she is now allergic to the hair dye she had used, and will be fine with new fresh hair growth. Ever seen the warning on the package insert of those dyes? It is pretty insane warnings about allergic reactions and what to do, like 4 pages worth.
ive seen the hair dye allergy pop up a number of times since this all started. theres also reports from hair stylists of long time customers suddenly having problems and nasty reactions to products
Hair dye or shampoo or conditioner. You can still see a little darkness like 4 o'clock shadow. Maybe it was falling out and she shaved it. The vaccine might do something to the follicles but the hair would have to grow for a while before new, allergenic hair showed up.

I actually new a guy who had this issue when I was in my 20's. He had to keep shaved clean, because he was allergic to his own hair.
On a side note, he was also a ChoMo, so I didn't really feel bad for him. But yes, this is a real thing.
*furiously DDGing ChoMo
Chomo is prison slang for child molester
