Only high-altitude satellites (high enough you can't see them) are traveling slower than the ISS. The ISS is in low earth orbit (LEO) and is traveling at ~17,000 mph. Other LEO satellites are traveling at a similar speed.
The Iridium reflective covering is to prevent the satellite from heating up too much under continual sunlight (about 1.3 kw/m2).
