It lets staff know you are allowed in and are a partner/carer for a patient. Common for multi day stays.
I can confirm. It may be because of COVID. My mother was in the hospital earlier this year and every time I went to visit her, they did a temperature check, then issues a wristband before I was allowed in. At the time, she was only allowed one family member to visit and it had to be the main person in charge. My name was on file and only I was allowed in.
They don’t live by our rules. That wouldn’t apply.

Look more closely at it. There is a white rectangular pad on the top of her wrist under the tight tape. She had an iv.
Edit: A friend says the rectangle may be a device to allow entry through doors. It's a covid test thing.
That looks like the white part of the band that is used for the adhesive to stick it together. They put them on in a rush and rarely stick them perfectly resulting in cross over.
