If he invoked the Insurrection Act, it was sometime between Jan 6th and Jan 20th. The order to disperse was published on the 6th, using the incident at the Capitol as cover.

Also it goes without saying, but if he did invoke the IA, there's no way he, Flynn, or anyone else in the know would admit it.
