She does, but it depends on the building.
The determining factor is if she is in the "public" view.
She usually continues to wear them if she is visiting a public building.
Otherwise, some hat boy comes and retains the hat until she is ready to leave.
When I say it's rare she is seen without a hat, I mean it's rare the MSM will have the article's picture be of her hatless.
