There's a link embedded in this old newspaper article that shows how they spent their funding. Additionally, near the bottom of the article they mention building a fiber optic cable from GITMO to PR.

Miami Herald has closely tracked all GTMO construction projects. Lot's of stuff going on there. I used to scan FedBizOpps (or whatever it's called now) for Guantanamo contracting. They purchased a padded cell. Senior medical facilities. And bed/space for "humanitarian" needs for 15,000 bodies.
