I assume most companies are only caving due to the $700,000 fines.

I think this could allow the exemptions to be "pending" forever, allowing employees to keep working, and let the companies off the hook for the fines.

Good theory...I just wonder if the appeal process can be repeated indefinitely or will it only have one chance before someone is fired?
