How do you know, maybe he meant it to say POTUS is both the commander AND chief of the military.

Not everything is as it appears at face value, and Q posts are purposeful.

Many Q posts append "on the move" in regards to mistakes. It's like the large group of posters here who write marshall law instead of martial. We know what they meant, perhaps same here?
